Yes! All reviews and ratings are completely anonymous. While you need to sign in to submit a review, your identity is never shown on the platform. Recruiters cannot see who wrote the reviews, and other users cannot see your profile or review history.

Simply sign in with your Google account, search for a recruiter, and click the "Add Review" button on their profile.

Just add them! If you search for them and they're not there, just add them with the form at the bottom of the search results. You can even create a new company by clicking "other/not listed" on the company and filling in the name field of the company.
